Non-Road Mobile Machinery (NRMM) moving slowly

Transport and Environment (T&E) has recently released their position paper on the EU Commission proposal for new emission limits for Non-road mobile machinery (NRMM).

The EU proposal is lagging behind, both in terms of ambition and implementation calendar compared with other countries, such as Switzerland and the US. Worse, it lacks consistency with the EU Commission transport white paper that is calling for substantial modal shift away from road trucks towards rail and shipping for freight transport. Indeed, the newly proposed emission limits for trains and inland ships is far superior to the trucks on the road; it does imply increasing pollutant emissions which is not acceptable given the redundant air pollution episodes around Europe.

T&E is calling for an harmonization of emission limits from NRMM towards the road truck emission limits and an acceleration of the implementation calendar in order to get some impact quickly. To further accelerate the emission reduction, a retrofit strategy within the existing vehicle fleet should also be implemented, looking at what Switzerland has achieved in less than 10 years after requiring DPF retrofit in all construction machines.

T&E will also organize an event at the EU parliament on the issue in May /June 2015.
